Add LipSlip correction (audio out of sunc)

I sometimes like to record a movie from TV (.wtv format) and due to signal reception error I can lose one or more blocks of data especially at the beginning. As a result, the sound is not synchronised with the video. The ability to add/subtract x milliseconds from the sound would allow me to correct this.
(If this is already available I would like to know how)
